The main issue is attempting to do anything that isn't the zombie infestation becomes hard to do, mainly because participant zombies like to classic gold wow hangout at quest givers and other areas where plenty of gamers have a tendency to gather. Because this event also comes with a whole questline that takes place in the zones around Stormwind and Orgrimmar, there is ample opportunity to camp out and possibly infect as many players as possible. However, one positive change from the previous time the zombie infestation occurred is that Blizzard appears to have made it more challenging to disperse it to the rest of Azeroth. One of the first things I did when I got infected was to hearth to Dalaran, but once I came, I wasn't infected anymore. However, I was able to carry it to Boralus through utilizing the portal in the mage tower, so it is not a perfect program yet.
The main thing to realize is two distinct events are moving on. There is the scourge invasion as well as the questline, which requires players to Icecrown and sends players on a goose hunt for Nathanos. Then there is the zombie infestation, which adds just a small PvP aspect to everything. It is not surprising some folks would want to take part in the first event but not the second, as not everyone likes PvP or having their course and race skills taken away and replaced by additional skills. Blizzard could produce the infestation only active for a few of those months of the invasion, however, that's no fun for anyone who misses that week and would want to participate. Frankly, the best solution likely is to leverage the Warmode system. An infestation is essentially a PvP event anyways, so being able to opt-in with Warmode makes sense. Even doing something at which for most of the invasion, players needed to opt into the infestation by buy wow classic gold selecting Warmode, but then at the last week, until Shadowlands droppedthe infestation could influence everyone, would probably be the best solution.
